Vacation accrual missing for 1 month on the Absence Calculator

The usual reason for a vacation accrual missing for one month is that for the same month an Absence has been applied.

If you check the vacation rule assigned to the Absence Pattern if the field Accrue During Unpaid Absence  is set as none.  No holiday will be accrued for that month if an absence is booked.
